Permanently removes one resource-owned navigation blocker.

Remove a temporary encounter wall:

== Notes ==
* Available only in server-side resource scripts.
* Removing a blocker wakes previously blocked paths only when its former bounds could affect their search. The identifier is not reused during the server process.
* Resources do not need to destroy blockers during shutdown; ownership cleanup removes every remaining blocker automatically.
